cottony stuff on legs and neck

my kids have two red eared sliders and when we got them one had this stuff that looks like cotton on its skin, but it is only visible when underwater, now the other one has it. Help, we\'ve tried everything including fungus eliminator for fish.

your help is appreciated

How long have they had it? If it`s translucent, wispy and visible in the water but not really out of it, it sounds like they`re shedding, which is part of normal growth. If it`s heavy and/or really prolonged, its possible it could be a fungus or shedding due to other factors, such as too warm temps, a too-high ammonia level, etc. Does the skin underneath look healthy/normal? If so, it sounds like they`re undergoing a normal shedding.
