First of all we need to know what type of turtle you have, and some information about his setup, like what size tank, how warm is the water(if a water turtle) as well as the basking area. Could you also tell us what type of food you are feeding him as well as how old he is?

if your turtle is completely lethargic - not eating, not moving, not doing anything - and has been for a week, you need to bring him to a vet. Find a herp vet, not a regular animal vet. It could be worms or some type of disease that will need medical treatment.
go here to find a herp vet near you.

I KNOW THAT I NEED A HERP VET BUT THERE IS NOT ANY ONE IN ALL THE ZONE. I LIVE IN A LITLE TOWN OF ARGENTINA CALLED DEVOTO, THE CITY MORE NEAR IS SAN FRANCISCO AND ALL VETS ARE REGULAR ANIMAL VET. CAN YOU ASK TO A HERP VET WHAT TO DO, PLEASE?

If you can\'t find a herp vet where you are in Argentina, if you have any reasonably near you, can you contact places like zoos, animal refuges, etc. to ask for help? Try http://www.anapsid.org/vets/cantfind.html for ideas on other places to ask.
