Your cold water (60-68 degrees) is probably why your turtle has a respiratory infection if not pneumonia. The normal tank water temp. should be 76-80 degrees (if it can`t be maintained at a temp. in that range, get a water heater). Sick turtles need water temps. higher--around 82 degrees F., basking area should be high 80`s to 90 degrees. I would allow her to bask so the heat will boost her immune system. And I would take her to a vet ASAP--the vet won`t just tell you your turtle is sick, he`ll give her antibotics to rid her of the infection. Without them, your turtle doesn`t have much of a chance to recover.
