Turt\'s neck bleeding

Two of my 2 year old turtles have small sores on their necks. I have noticed the new baby turtle biting at them, but I am not sure if that might be the cause. They did look like blood blister, but now are bleeding into the water. I removed them and kept them out of the water over night. I thought maybe their shells were irritating their wounds, Is that possible? I thought about using neosporin, but did not know if it was safe. There are no qualified vets in my area. Any suggestions?
