I am not positive, but I believe this may be a sign of illness.

I had a painted turtle who floated to one side. We went to the vet and it turned out to be pneumonia, as one of the lungs was heavier with gunk than the other. But if there are no other symptoms, like wheezy breathing and runny nose and eyes, this is unlikely. If it turns out to be pneumonia, there are antibiotics you can use. Good luck.
