How many watts is your heater and how big is your tank? If you can\'t find a heater guard, get some PVC pipe a little longer than the heater. Drill enough holes in it to let the water circulate freely, put your heater in it and cap the ends.

If a filter or some other device isn\'t circulating the water, it probably isn\'t being evenly heated (about 78F is OK), which is why your turtle might be staying near it so much.
