Flim on top of water

I keep a very clean tank. Change 1/2 water every 2 wks and complete water every 2 mos. Have Fluval 404 in 75 gal tank w/2 RES. Yet I still see a film on top of the water. What is this? Does anybody use a skimmer? Would this help? I use Reeptisafe and Trutle Clean. It still happens. HELP? Thanks to all who reply.

I had this before and I belive it was just that the top of the water was not being moved as much as the rest of the water, so I just aimed my filter so it would break the top of the water and I\'ve never had the film since.
