Shell rot typically shows symptoms of white spots with a foul odor. They may or may not be moist. What you are seeing sounds like algea growth between the scutes, which is normal. Especially for a wild turtle.

I will give you a link for home treatment of shell rot, but you do need Betadine. It should be sold at any pharmacy, walmart, etc.

I have seen wild turtles with this metallic sheen, which my assumption would be due to chemicals in the water or other impurities.

I\'d say they can be out of the water for longer than 30 minutes. After all, they are aggressive baskers. My turtles will spend upwards of 2 hours on their basking area if uninterrupted. I don\'t think you have anything to worry about while you are cleaning their tank.
