I drain all the wate as well, then I scrub the tank with a pot scrubber (non metallic) to get all the gunk off.

Depends on the size of your tank. A good filter will cut your need to change the water significantly.

If your filter is good, then you should only have to take out a few buckets at a time (with a gravel vaccum) and replenish with some fresh (non-chlorine) water. You can use a clean and thoroughly rinsed sponge to clean the algae off the glass as often as you want.

Small tanks can be just as easy to dump out and refill as needed, but the bigger you get, the more this is a chore.

Also, I have three freshwater snails that do an AWESOME job of keeping the tank algae free. The turtle could eat them, which is fine, you just get some more. Snails are actually a good food source. Also, some people say that snails and crayfish can carry worms or fungus that can be harmful, but I haven't had a problem with that yet and my vet didn't voice much of a concern.
