Are there any aquatic turtles that would not eat an aquatic frog?

turtles are the royalty of their domain. if you put something in the tank with them, expect it to get eaten. especially frogs, they are part of a turtles diet even in the wild. if you want to risk your frog, fine, but there are no turtles that would not take an opportunity to eat something that they can get ahold of.
