They say that Vitamin A is important to your turtles health, but if the water quality and light quality is adequate and the diet is rich in nutrients, variety and high quality turtle pellets, then the symptoms that you think are a vitamin A deficiency might be something else.

The effects of giving too much vitamin A, usually through injections, can be worse and more life threatening than the symptoms.

First check water temperature, quality and feed as much vitamin/nutrient rich food as they'll eat. If the symptoms don't get better in a few days, then it could be a more serious problem than just a vitamin deficiency.

What are your water temps? It really sounds like his tank is to cold, which can cause swollen eyes and a lack of appetite.

Turtles who are showing symptoms of sickness or abnormalities should have water temps between 80-84. For healthy turtles, the temps can be anywhere from 72-78. You can get tank thermometers pretty cheap at the petstore or walmart.

If he's not eating at all, you should really pay extra attention to making sure he does. If turtles can't see, they are usually not inclined to eat, so this makes it difficult when they have swollen eyes. Put him in a separate container of warm water and drop in turtle food that is very aromatic, like dried krill, meal worms and vitamin-coated dried crickets. You can get these at the pet store. Chances are he's not going to be interested in the calcium block you have in there for sustinence.

If that doesn't help, you should definitely consider a vet who can give him some vitamin injections or who could perhaps clean away the junk that is causing his eyes to swell enough so that he can eat. A doctors visit can be anywhere from $75 to $100 including the injection. If he goes much longer without food, he's probably not going to make it.
