Sounds almost like shell rot. Is the shell soft?

as for the hairy aspect turtles don't have hair.... lol Very Happy as for what it may be how old is your turtle it could be a scute? was it clear once you pulled it off and like a flake?
if so it's a scute...

Shell rot can not be pulled off...
I put bedodine on my tutles shell 1x per week..... it's like iodine you can get it at the store here in the US at least..... to help the shell and stuff... and i give em a bath every week too... just hold them under warm (NOT HOT) water and rubb there shell with my fingers lightly to get off any iccky mess...

Sometimes I let him soke in a cup of water and just a splash of salt... too
