my largest turtle whose about 3 inches was just sitting in the water with its neck straight out...opening its mouth wide for a couple of seconds and then closing it....but it was under water. so was he gulping the water?? he did it about 5 or 6 times it looked really weird!!

Yep, he's just drinking water. Turtles need water too!
